Mrs Fatima Lawan Muhtar is the Company Secretary and Legal Adviser. She holds a Bachelor of Laws Degree (LLB), from the University of Maiduguri and obtained an LLM from the London School of Economics and Political Science. She was called to the Nigerian Bar in 1999 and is currently studying to specialize as a certified PPP expert.

Prior to her appointment in August, 2013, she served as the Acting Head of Policy and Regulation at the Infrastructure Concession Regulatory Commission. She has also worked at various government agencies in different capacities including the Debt Management Office as a Senior Officer responsible for External Debts, Legal Licensing and Enforcement Division, Nigerian Electricity Regulatory Commission (NERC), and Acting Head, Policy and Regulation, Infrastructure Concession Regulatory Commission.
Mrs Muhtar has also worked in various ad-hoc Committees including; the Committees on Port Concession Evaluation, Committee on Alternate Sources of Finance (Sukuk), and the Committee on the development of the Template for Power Purchase Agreement, among others.
